Update: Thanks to one of the visitors, they were able to help identify what the light was. A Delta II Rocket launched from Vandenberg AFB.

I am a correctional officer at Taft community correctional facility and was working outside on the rec yard when the object appeared. It was how you described it, as a bright orange light coming over the foothills from the west.
As the bright light dimmed, the object turned and headed back west with smaller lights blinking on it. Could it have been something from Vandenberg Air Force Base? The object was observed by myself, another correctional officer and about 100 inmates on the yard who stopped their activities to watch it. If you find any info on this would appreciate to know about it .
